Ballot measures on 2026 midterm for Latah County

House joint resolution four and six, Moscow School District Levy, and state gun

In addition to proposition one, there are four other Idaho ballot measures in the 2026 midterms, including house joint resolutions four and six, the Moscow School District levy, and the Idaho advisory question on the state gun.

House Joint Resolution Four has the ability to give the authority to the state to legalize marijuana. In no way does the passing of this constitutional amendment legalize marijuana in the state, but in passing, legislators in the Idaho Senate can bring a bill to the floor in Senate to then pass or fail. This will also give exclusive authority to the Senate, which would mean that only the Idaho Senate would have the authority to legislate on weed or narcotics, removing the chance for citizen ballot measures. If this house resolution was to pass, there would be an adjustment to section 26, article three of the Constitution of the State of Idaho, adding the words “Psychoactive substances,” and a subsection stating that the state will have the power to legalize the growth, production, manufacture, transport, sales, delivery, dispense, prescription, distribution, process or use of marijuana.

To make English the official language of Idaho, House Joint Resolution Six, would create a new article in the Idaho state constitution, making English the language used in all public proceedings, public documents, public instruction, and in the acts of any public institution in the state. A “yes” vote for the joint resolution will support adding this provision to the Idaho constitution, and a “no” vote would oppose the addition of the provision. The ballot measure also states that this amendment would also allow for languages other than English to be used when required by federal law.

Requiring a 60% vote, the Moscow School District has a levy on this year’s ballot, which will authorize a tax of $280 per $100,000 of taxable assessed value per year, per taxpayer, for a total maximum of $9,370,000 per year, for 7 years. The purpose of the levy would be to renovate and expand the current middle school campus to serve as a high school, and adding technical education and preforming arts spaces, renovating the prior John Russell Elementary School building for admistrative offices and alternative high school programs, as well as replacing the HVAC system at Lena Whitmore Elementary School. In this measure, you can vote in favor of, or against the levy.

On the ballot, there is an Idaho advisory question, asking voters what gun should be designated as the state gun of Idaho. Guns listed include the Winchester Model 1894 (.30-30), Winchester Model 1873 “Gun that Won the West” (.44-40), 1873 Colt Single Action Army Revolver “Peacemaker” (.45 Colt), M1 Garand rifle (.30-06), Colt M1911 .45 automatic Colt Pistol (.45 ACP), and the Remington Model 700 bolt-action rifle (.30-06).
