Election Night Updates: Hailey Lewis wins Moscow mayoral election

Close city council race ends with Holmes, McCetich, Sumner on top

Last updated at 10:57 a.m. on Nov. 4. As of 11:05 p.m., all of Latah County’s precincts have been marked as fully reported. 

Hailey Lewis has been elected mayor of Moscow in the Nov. 4, 2025, consolidated election. Evan Holmes, Sage McCetich and Scott Sumner won the three open city council seats.

“I want to believe in, not a naive way, that we all truly believe that we can make the world a better place,” Lewis said. “I really firmly believe there’s a place for everyone in Moscow.”

Lewis, a current city council member, was elected over Alex Simon, a retired engineer, in the mayoral election. Lewis received 69.99% of the votes with 4,620 votes, while Simon received 30.01% at 1,981 votes.

Lewis said the first thing she plans to do was get a full night’s rest, followed by orienting two to three new council members.

Eight candidates competed for three seats on the Moscow City Council. Evan Holmes (3,511 votes, 19.52%), Sage McCetich (3,498 votes, 19.45%) and Scott Sumner (3,392 votes, 18.86%) were elected over Gina Taruscio (2,097 votes, 11.66%), John Slagboom (1,977 votes, 10.99%), Gary Schoolland (1,919 votes, 10.67%), Ben Stellmon (883 votes, 4.91%) and Steve Bonnar (709 votes, 3.94%). 

In the Moscow School District Board of Trustees, Brian Kennedy won his bid for reelection for Zone 5 over challenger Kenan Lauder. Kennedy received 603 votes, 62.10%, and Lauder won 368 votes, 37.90%. Zone 2 incumbent Ken Faunce ran unopposed. 

Cheyenne Stooks (3,072 votes, 55.69%) was elected Moscow Cemetery District Commissioner for Subdistrict 2 over Bill Twigg (2,444 votes, 44.21%). Cindy Tubb (2,394 votes, 50.41%) won the Subdistrict 1 commissioner seat over Bethanne Broux (2,355 votes, 49.59%). 

The Moscow Rural Fire District had one open commissioner seat for Subdistrict 3, for which incumbent Devon McKinney ran unopposed. 

Current mayor Art Bettge announced at the Feb. 20, 2025, State of the City address that he would not be seeking reelection in the fall. Current council member Julia Parker, whose council term ends in 2025, originally filed for the mayoral race, but withdrew on Sept. 5, citing health. 

Latah County had a total of 20,579 voters registered. The total number of votes cast was 8,732, representing a 42.4% turnout. Last year, Latah County had a 75.1% voter turnout in the November general election. 

The state of Idaho had 884,068 registered voters; 249,453 total votes were cast for a turnout of 28.2%. 

Latah County issued 903 absentee ballots for the Nov. 4, 2025, election and received 722, for a return rate of 80%. The entire state of Idaho had an absentee ballot return rate of 77.7% with 44,062 total issued.
