Recent Idaho law changes cause fewer infractions By Lauren Cower Argonaut Staff Moscow Police Captain Cameron L. Hershaw said students should be aware of the recent changes in state law because it may affect them. One of the more recent changes regards the commonly seen mopeds. On July 1 the law changed so that mopeds now must be able to be powered strictly through pedals, like a bicycle. If a moped cannot be pedaled, then it is going to be classified as a motorcycle, in which case the owner needs insurance, proper registration, and must be endorsed. That means the rider, or owner, must talk the DMV test to ride a motorcycle. Hershaw said he also was concerned about alcohol and drug usage on campus; however, he said, it will affect their (the users) pocketbook. He also mentioned that there is a no warning policy regarding drug and alcohol usage but rather a ticket is immediately issued. Hershaw said that the ticket for an alcohol violation will usually run you about $300, and for drug offenses it depends on the judge. Another important issue on campus that students need to be aware of is where it is and is not OK to drive. Hershaw said that from Line Street to the Administration Building and from University Street to the Student Health Center is all part of the Moscow walkway system. If anyone is caught driving a car on those streets without prior authorization, it is a misdemeanor carrying a fine of up to $125. Hershaw said something else people should know is an interesting fact about the unattended (without a light) crosswalks. He said the law in Idaho requires that once someone steps foot into a crosswalk, if a car can stop, it has to. However, if someone is on the sidewalk, the driver does not have to stop. There is no jurisdiction there. Overall this year, crime has been down. The weekend that school began there were some tickets issued mostly for minor in possession and minor in consumption (of alcohol). There was also public urination and false representation, which is using a fake ID. However, Hershaw said they issued a total of 23 tickets, half the tickets they did last year. During Labor Day weekend there were a myriad of tickets issued. There was a car theft at the Student Recreation Center, two burglaries, two driving under the influence and four malicious injury to property. There were a total of 78 incidents over the weekend.
